Duties

Help

As a TRAINING SPECIALIST (Industrial Security Curriculum Manager) you will be responsible for the following duties:

  • Developing, implementing, and evaluating Industrial Security related training and education programs, as well as managing enterprise-wide training and education curriculum for DoD, including military, contractors, other federal agencies, and selected foreign governments.
  • Serving as CDSE's chief authority and spokesperson for ensuring CDSE's Industrial Security training and education is relevant, accurate, and current.
  • Utilizing subject matter knowledge, to review and interpret new and existing Industrial Security related policy, procedures and regulations, and analyzing their impact on developing, implementing, and maintaining CDSE curricula tailored for DoD security professionals, including its military personnel and industrial contractors, the DCSA, other federal agencies, and sponsored foreign governments.
  • Based on security knowledge, providing recommendations for new development, and/or maintenance of existing Industrial Security training programs, products, and services which includes creating content for synchronous and asynchronous learning, and other technology-based training.
  • Serving as curriculum and principle subject matter expert performing and directing special projects in the Industrial Security discipline and inspections/security countermeasures in the following areas: management, administration, policy and procedures, and reciprocity between national level agencies.
  • Evaluating the CDSE training and education curriculum against defined security skill standards and current as well as evolving security requirements. Specifically, facilitating and responding to job task analyses and training and education needs analyses and working as an authoritative consultant to identify, develop, deliver, and evaluate new and innovative security training and education programs, products, and services and improvements upon existing training resources.
Required Certifications:
  • Incumbent must successfully attain and maintain the Basic Level Certification for CDSE's Instructor Certification Program (ICP) within 24 months of initiation of the ICP.
  • Incumbent must successfully attain and maintain the following DoD Security Professional Education Development Program (SPeD) certifications/credentials within 24 months of hire:
    • Security Fundamentals Professional Certification (SFPC),
    • Security Asset Protection Professional Certification (SAPPC), and
    • Industrial Security Oversight Credential (ISOC).

Qualifications

This position has a Basic Requirement for the 1712:

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

or

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-13) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  • Demonstrated awareness of Industrial Security theories, strategic plans, new developments, and recent interpretations of its important policies and program procedures.
  • Developing, delivering, implementing, and evaluating Industrial Security trainings based on industry principles, theories, methods, practices, and techniques.
  • Demonstrating comprehensive knowledge of adult education principles to research, evaluate, and make recommendations regarding appropriate application of teaching methodologies and instructional technologies.
  • Communicating orally and written with stakeholders of varying levels of Industrial security knowledge.

Specifically you will be evaluated on the following competencies:
1. Program Security-
  • Employ an array of traditional, acquisition and security measures to sustain secrecy of highly sensitive United States Government programs and/or activities. Prevent unauthorized disclosure of national security program information throughout the program lifecycle.

2. Security Education, Training and Awareness-
  • Develop, administer, and maintain curricula and materials on the full range of security principles and practices. Conduct and track security awareness briefings and debriefings.
3. Curriculum Development-
  • Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition.

4. Education / Training Program Administration-
  • Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning.

5. Learning and Program Evaluation-
  • Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions.

6. Instructor Assessment-
  • Observe, assess, and provide feedback to instructors related to the presentation and facilitation of training sessions. Contribute to instructor qualification/certification process to maintain quality of instruction.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
