This temporary assignment is located with the Department of Homeland Security, within
U.S. Customs and Border Protection, Office of Operations Support, CBP Watch, Communications Center Division (CCD). The CCD supports officer safety monitoring for over 60,000 federal law enforcement users, including 45 fee-for-service agencies 24 hours a day. The National Law Enforcement Communications Center was created when seven separate communications facilities throughout the country were consolidated into one location in Orlando, Florida to better serve communications technologies while standardizing services provided to field subscribers and improving tactical response to emergencies.

The responsibilities of this temporary assignment may include but are not limited to the following:

- Independently coordinate needed assistance and dispense requested law enforcement data in real-time by utilizing radios, telephones and other technological communications devices.

- Monitor and operate the Key Management Facility (KMF) and other Over-the-Air Rekey (OTAR) network equipment for the performance of basic subscriber configuration in the KMF database, rekeying and other basic functions required in support of the OTAR program.

- Analyze, evaluate, and monitor identified or potential problem areas and provide recommendations regarding law enforcement activity and overall system performance.

- Use report generators and other means to extract applicable data from national, regional and local law enforcement information systems.

Qualifications

Qualifications required:

  1. Knowledge of the objectives, overall design, and operating principles of database information systems to recognize probable data interactions and relationships.
  2. Skills in utilizing various data sources available via national/international computerized operational information systems.
  3. Ability to communicate effectively both orally and in writing in order to prepare proposals, recommendations, operating procedures, correspondence, and briefings.
  4. Ability to operate integrated communications systems utilizing radios, telephones, email, and other technological devices.
  5. Ability to develop, refine and disseminate data impacting real-time emergency situations.
  6. Occasional travel may be required.
  7. This assignment requires the use of a government-issued laptop and cell phone. For CBP employees, these requirements must be issued by the CBP employee's home office. For non-CBP employees, CBP will issue equipment upon selection for the temporary assignment.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
