This position is remote work (long distance remote) and telework eligible consistent with the Agency's telework and remote work program policy. Applicants who live within the local commuting area (i.e., a 50-mile or less radius from Glebe Road, Arlington VA (not driving distance)) are ineligible for local remote work and are expected to perform work onsite and may be eligible for telework in accordance with agency policy.

Typical work assignments include:

  • Independently reviewing routine, difficult, and/or complex classification actions and organizational design for compliance with organization policy.
  • Advising staff and management on position management and classification programs impacting compensation, such as the Fair Labor Standards Act and NICE coding determinations, policies, programs, and special projects to include classification interrelationship with recruitment & placement, employee relations, labor relations, and HRIS.
  • Providing technical advice, planning and studies to identify long and short-range staffing requirements based on mission needs, advising on effective, efficient and economical organization structures, and assisting with planning and implementing reorganizations due to major mission changes or sweeping realignment of positions and employees.
  • Exercising considerable originality and ingenuity to resolve issues caused by competition between various program goals and objectives.
  • Originating solutions or develops appropriate interventions for management on significant classification issues and concerns for the organization.
  • Providing assistance on controversial or unusual situations that do not have clear precedents.
  • Designing department wide trainings for specific applications in assigned program areas.
  • Conducting in-depth analysis of human resources issues to implement solutions that may be outside the scope of current practices or guidelines.
  • Evaluating changes to legislation for projected impact on existing organizational programs.
  • Deliverering briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Presenting classification recommendations in writing to the management level having the authority and responsibility to act on the findings.
  • Preparing necessary guidance assuring policies are effectively communicated for consistent implementation within the organization.
  • Determining information needed for employees/teams to perform the assignments (e.g., instructions, priorities, deadlines, objectives, and boundaries).
  • Reviewing completed work products for conformity with policy, technical soundness, and adherence to deadlines.
  • Tracking daily work of subordinates in order to create presentations to senior leadership.

  • This position requires a pre-employment drug test. Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.

You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:

  1. Leading a team in the development and implementation of new HR initiatives and improved programs, processes, or procedures; and
  2. Administering position and organization structure requirements to identify inefficiencies with processes, or program operations, or compliance matters based on legal or regulatory requirements; and
  3. Advise senior leadership and program managers on equal pay for equal work, organizational design, abolishment of positions, grade and pay retention due to reorganizations and/or change in mission, or other significant position classification problems or issues that impact position and/or employees; and
  4. Writing reports and recommending organizational process or policy changes for classification HR programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
