Help
  • Develops test data and tests and debugs programs.
  • Develops and implements software product release plans.
  • Makes improvements, solves problems, and debugs problems when they arise.
  • Performs process mapping where none exist and analyzes weaknesses and repetitions in current established processes.
  • Coordinates with other organizations to accomplish goals and integrate simultaneous project activities.
  • Analyze current workflows of Plant processes to include actual XML workflow used in segments of software and/or follow the flow of a publication and its production jacket throughout the process.
  • Identify project documentation requirements or procedures. Ensure appropriate product-related training and documentation are developed and made available to software users.
  • Develop software using accepted languages such as XSLT, Java, Python and C# as well as .NET language implementation.

Qualifications

To qualify for the Information Technology Specialist (APPSW), PU -2210-13, you must meet the following requirements:

Basic Requirements:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To minimally qualify for the PU-13 level, you must have one year of specialized experience at the PU-12 (or equivalent) level or higher:

Specialized Experience:
  • Researches and recommends improvements and modifications to various graphic systems;
  • Identifies areas where programming would reduce overall cost and/or labor in a process; and
  • Develops training materials for all applications and procedures for the staff.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GPO Telework Program: The official worksite for the selectee is the duty station identified in this vacancy announcement. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. Please note, effective September 7, 2021 GPO will move to the GPOSAFE Step 3 which is our permanent operating status. GPO supports the use of telework and each telework arrangement is unique depending on the needs of the position, supervisor, and employee. This position may be authorized for telework and/or flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. The selectee will have the option of applying for the telework program, with the understanding that they must obtain supervisory approval for participation. Telework eligibility should be discussed during the interview process. The GPO Telework Program Policy does not apply to employees in the GPO Office of the Inspector General and employees whose wages are negotiated outside of the OPM established locality pay tables. This position is not Telework Eligible.

Background Investigation: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
