Duties

The incumbent serves as the database administrator for several systems including Marine Information for Safety and Law Enforcement (MISLE), Marine Safety Manual System (MSMS), Coast Guard Information System (CGINFO), historical database (Marine Safety Information System (MSIS), PIRS etc.) and associated software.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard Team. Typical work assignments include:

  • Maintaining the Data Management IT systems and the technical integration between systems and the data sharing mechanisms.
  • Working directly with data users and Information Technology specialists to document and provide technical business requirements, data architectures, and data onboarding and validation to facilitate delivery of identified data needs.
  • Developing workflows in current OFR data management tools and develop scripts in support of data operations and data quality initiatives.
  • Assisting Application Developers analyze user requirements and define alternative system approaches to solve automation and database problems.
  • Analyzing requirements and utilizes extensive knowledge of database systems, specialty and/or database management software and Automated Data Processing (ADP) policies/procedures towards developing automation solutions.
  • Supporting development of data products and research by resolving data anomalies, tuning scrips, and defining derived datasets to support various research and development efforts.

Qualifications

To qualify for the GS-13 level, applicants should have at least one (1) year of specialized experience at or equivalent to the GS-12 level in the Federal, State, or local government or equivalent public or private sector experience. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.  

Specialized experience includes the following:   

Applicant MUST meet ALL 4 conditions.  

  • Utilizing SQL or Python or JAVA (or equivalent programming languages) to manage analytical data and metadata; AND
  • Handling complex queries; AND
  • Providing technical business requirements, data architectures, and data onboarding and validation to facilitate delivery of identified data needs; AND
  • Providing expert technical advice, guidance and recommendations on databases and relational database management technology.

Quality Factor: Knowledge of policies and procedures to manage Government information; and Freedom of Information Act (FOIA) requests is preferred but not required.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

NOTE: Education cannot be substituted at this grade level.
