Major Duties and Responsibilities:

Accomplish complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; define and review of customer and stakeholder requirements; follow plans and schedules throughout the life of the project.

Establish and manage liaison relationships relating to HR IT programs and practices with ODNI component offices, IC agencies, and other U.S. organizations.

Serve as liaison with CIO developers to ensure they understand HRM equities and processes.

Lead, advise, and oversee the development and management of complex Human Capital (HC) projects or programs that often require generating new concepts, principles, and methods to ensure their successful implementation within the ODNI.

Identify and resolve issues in program plans and schedules based on a clear understanding of customer requirements and information on program cost, schedule, quality, and performance; provide substantive oversight of cost and resource estimates.

Provide oversight to integrated project teams to ensure projects are completed on time; effectively apply team building and coaching techniques, and exchange project technical information with team members and contractors at formal and informal meetings.

Develop and deliver oral and written communications on complex technical concepts, customer service and project information, tailoring ideals, explanations, and concepts to executive and senior management.

Oversee ODNI HRM's transition to a new HRIS, serving as the HRM Program manager for the effort.

Serve as the primary POC with stakeholders and ensure that all HRM HROs and stakeholders have necessary training, and that all ODNI processes are defined and integrated.

  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Mandatory Requirements:

Ability to apply knowledge of ODNI HR processes in order to provide tailored responses that meet customer needs.

Ability to maintain and develop regular IC contacts for technical exchange and collaboration.

Ability to promote information sharing practices across the ODNI and/or the IC.

Ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues.

Knowledge of ODNI/HR and/or IC HR IT systems and networks.

Ability of exemplary communication skills, both written and oral, and demonstrated ability to produce clear, logical, and concise products.

Ability of exemplary interpersonal skills and demonstrated ability to build and sustain professional networks across organizational boundaries to exert influence.

Ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs.

Knowledge of IC HR/IT toolsets.

Knowledge or, or ability to learn, ODNI HR policies and procedures.

Bachelor's Degree.


Desired Requirements

Knowledge of the ODNI CIO IT processes.

COTR Level 1 certification or willingness to get COTR Level 1 certification within the first 12-24 months of taking the position.
Project Manager certification or ability to get PM certification within 24 months of taking position.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
