Help

As a Paralegal Specialist, you will:

  • Provide administrative support to the agency ethics program.
  • Ensure compliance with record keeping requirements.
  • Support the enforcement databases and prepares enforcement documents.
  • Prepare pipeline safety enforcement documents for transmittal to the program office or for mailing.
  • Track case status and prepare comprehensive reports for the Assistant Chief Counsel and Chief Counsel.
  • Prepare routine case correspondence.
  • Perform legal research on various topics, including retrieving legislative bills, statutes and case law for attorneys.
  • Prepare administrative reports, and performing administrative duties including creating and preparing routine correspondence, documents and/or presentations; creating charts, graphs, tables, and briefing materials and slides, and proofreading, verifying, and editing materials for accuracy and clarity.

The ideal candidate is perfect for an experienced Paralegal Specialist with experience in the federal government, a law firm or a corporation with strong organizational, writing and oral communication, research skills and the ability to work independently, as well as a part of a team.  The individual will primarily support the attorneys within the Office of Chief Counsel, and must be able to juggle multiple projects and deadlines

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.  

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience operating legal databases and office automation or tracking systems in order to distribute and present relevant case or office materials and provide maintenance of legal records and files.
  • Experience performing legal research in order to compose legal documents and correspondence, verify citations and statutory references, summarize data, and analyze information for legal relevance.
  • Experience providing administrative support and setting up required training sessions for ethics programs.


To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

  • Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
