Help
  • You will manage and/or support project management efforts for various projects across M52.
  • You will provide information, advice and guidance to management and project managers on all aspects of cost, schedule and performance.
  • You will oversee procurement, contractual issues, workload and financial input data for assigned programs.
  • You will manage funding through fund documents, fund /cost transfers and ensure funding is allocated properly to tasking.
  • You will work with the project manager to create and maintain funding reports, Project/Program Integrated Master Schedules (IMS), Plan of Action and Milestone (POAM) schedules, resource allocation, project highlights, and configuration management.
  • You will ensure that issues with funding, schedules and resource management are resolved quickly.
  • You will develop, establish, coordinate and maintain a program/project management information reporting system; and serve as a senior specialist on program/project analysis and develop analytical guidelines.
  • You will develop life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs.
  • You will support department portfolio reviews by organizing and orchestrating the bi-annual portfolio health review as required by the Manufacturing Project Office (MP), Portfolio Manager and M52 Branch Head.
  • You will assist with analyzing and evaluating the departments various portfolios by analyzing the scorecard and the portfolios goals and objectives, and identifying issues and making recommendations for improvement.

Qualifications

For the NT-04:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and coordinating administrative processes associated with project management to identify inefficacies and make recommendations for improvement of assigned programs.

For the NT-03:


Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05 through GS-08) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reading and reviewing procurement, contractual issues, workload and financial input data to gather information to assist in identifying issues and making recommendations for improvement.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.

For the NT-03:

You will serve as an Administrative/Technical Specialist (Logistics Program Analyst) in the Industrial Service Branch (M52) of the Navy Weapons Division (M5) of Naval Surface Warfare Center Indian Head
