Duties

Help
  • You will serve as the North Atlantic Treaty Organization (NATO) Improved Link Eleven (NILE) Principal Assistant Program Manager (PAPM) in support of the PMW 150 Command/Control program office within PEO C4I.
  • You will lead a large, geographically-disperse team of supporting personnel to manage the scope, cost, schedule, and performance of more than $7M per year for sustainment and improvement of the NILE products.
  • You will be responsible for stakeholder engagement to include coordination with FRD, PMWs, NAVWAR Competencies and TYCOMs/Fleet, US and international stakeholders is required to successfully execute efforts.
  • You will lead a team of Assistant Program Managers, Project Managers and other personnel as required to support acquisition processes.
  • You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.
  • You will manage all phases of program acquisition life cycle to include definition, development, design, test and evaluation, acquisition and contract strategies, contract management, cost estimation, scheduling, production and disposal.
  • You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered.
  • You will exercise civilian leadership principles in carrying out assigned supervisory duties which includes coaching and counseling subordinates, actively supporting EEO programs and demonstrating a commitment to EEO principles and policies.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.? Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading a very large, geographically-disperse team of supporting personnel such as a project manager or system engineer, logisticians to manage scope, cost, schedule, and performance of more than $7M per year for sustainment and improvement of the NILE products, a high visibility international project that enables Link 22. Experience with providing support to operational platforms, identifying issues and developing corrective solutions. Will be responsible for stakeholder engagement to include coordination with FRD, PMWs, NAVWAR Competencies and TYCOMs/Fleet, US and international stakeholders is required to successfully execute efforts.

The Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process.

The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $180,931)

If selected, your salary will be set according to the established control points of this position which is $139,176 - $180,931 (Base $104,604-$135,987 plus 33.05% locality adjustment)."

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

This position requires a Secret clearance with the ability to obtain and maintain up to Top Secret.

This position is covered by the Department of Defense Priority Placement Program.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
