Summary

As an Exchange Manager you will lead the Exchange Program at Stennis Space Center(SSC) supporting the NASA workforce. As a non-appropriated fund activity, the Exchange is a self-contained retail operation that provides Exchange offerings to fund welfare activities to benefit SSC personnel. You will lead a small staff providing retail services (gift shop, etc.) and oversee partners providing food and other offerings. As a Manager you will plan social activities and events to benefit NASA workers.

Help
  • Directs daily operations of Exchange activities including retail shop, Wellness Center, vending, food services and other support retail. Manages Concessionaire Agreements, Memoranda of Agreement and Permits associated with Exchange activities.
  • Performs Exchange financial management, including budget planning, tracking monthly expenses, conducting cash flow analysis, managing assets, working with auditors, financial and investment strategies including Certificates of Deposits.
  • Plans and executes center morale/welfare activities for the benefit of NASA workforce, using funds generated though Exchange activities. Plans and tracks morale funding provided to SSC offices to support organizational morale/welfare activities.
  • Leads staff of Non-Appropriated Funds Instrumentality (NAFI) employees to operate Exchange services at SSC. Recruits, hires, and supervises personnel. Defines positions, negotiates salary, maintains personnel records consistent with Exchange policy.
  • Performs administrative and human resource management with support from the Exchange Chair and Chief Human Capital Officer. Establishes guidelines and performance expectations; monitors performance; and provides feedback.
  • Establishes new revenue generating services including the drafting of solicitations, evaluations, award, concessionaire agreements and coordination/approval by NASA HQ, Center legal and financial officers, and other stakeholders.
  • Establishes and maintains effective working relations with a variety of individuals and organizations including Center leadership, Exchange Council, support organizations, contractors, suppliers, vendors, and customers of the Exchange.
  • Supports a healthy and safe work environment by providing mutual respect to all employees regardless of differences. Demonstrates a commitment to supporting a diverse work force and establishing an environment where team members feel empowered.
  • Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Performing and directing financial management of projects, programs, or organizations, which may include budget planning, budget execution, cost vs. budget performance, and overall assessment of financial performance;
  • Managing the internal and external operations of a business unit/organization, including related external agreement development and oversight;
  • Leading the development of new programs and/or services which may include developing resource requirements and projected results, and presenting/advocating for proposal approval to senior leadership;
  • Leading small high-performance teams to achieve results, including team member selection, team direction and motivation, individual development and performance assessment.
