  • Lead and manage a diverse team of highly specialized Security Operations Center, Network Operations Center, Penetration Testers, Threat Hunters, Cyber Threat Intelligence, and Forensics personnel, cultivating a high-performance culture through effective communication, mentorship, and professional development.
  • Strategically allocate human resources, assigning tasks based on team members' strengths and expertise, to maximize efficiency and productivity. Evaluate and manage external resources, including vendors and contractors, to enhance the capabilities of the cybersecurity team.
  • Participate in the development of the cybersecurity budget, providing detailed justifications for resource needs and ensuring alignment with organizational priorities. Exercise fiscal responsibility by monitoring budget expenditures, identifying cost-saving opportunities, and reporting on financial performance to senior leadership.
  • Contribute to the development and implementation of long-term cybersecurity strategies aligned with organizational goals. Implement metrics and key performance indicators (KPIs) to assess the effectiveness of SOC initiatives and identify areas for improvement.
  • Serve as OPM's lead incident responder, overseeing the rapid and effective handling of security incidents and breaches in accordance with federal protocols. Develops and presents technical briefings to senior leaders, providing expert advice and guidance on secure information systems operation, and supporting leadership priorities.
  • Leverages classified and unclassified intelligence to drive threat assessments and response strategies, ensures regular penetration testing to identify security vulnerabilities, and supervises teams that dissect and reverse-engineer malware.
  • Works closely with federal and industry partners to share intelligence, champion cutting-edge security technologies, and promote cybersecurity awareness across the organization. Additionally, this position involves leading strategic cyber defense initiatives and directly supporting clients on special projects.

Qualifications

Basic Requirements: You must have IT-related experience demonstrating each of the four competencies listed. For the GS15: You must have Specialized experience for this position includes all of the following:
1) Develops Concept of Operations policies, procedures, plans and or strategies for a cyber security program; and
2) Serves as an incident Commander during an incident response activation against cyber vulnerabilities. and
3) Identifies highly complex cybersecurity problems ensuring they are in compliance with required cyber regulations.
