The incumbent is responsible for operating a professional facility. The goal is to provide clean, comfortable and safe accommodations for Students attending 'A' School, at the lowest possible cost while contributing to the highest level of mission readiness in accordance with Naval Installation Command (NIC) and Installation Policy.
Ensure Residents are properly checked in and checked out of facility.
Responsible for the efficient and proper use, and accountability of all resources, including funds , personnel, facilities, Supplies, linen, and furniture fixtures and equipment (FF&E) . Conduct short and long range planning associated with this responsibility .
Ensure facility safety for assigned buildings and represent complex at Station safety meetings as required.
Ensures facilities are in compliance with Energy Conservation program.
Ensures Resident, inventory and asset information (FF&E inventory) in Bachelor Quarters Resident Tracking System (BQRTS) is accurate and updated regularly .
As necessary supervises requisitions for equipment and supplies. Responsible for the receipt and storage of all inventory, consumable, non-consumable, minor property and fixed assets.
Coordinates submission of routine trouble calls and work orders. Takes immediate steps to address urgent and emergency trouble calls. Ensure maintenance issues are tracked and followed up, and that residents and staff receive timely feedback on maintenance issues .
Prepares reports for higher authority and analyzes , evaluates and implements instructions and notices from higher authority.
Performs internal management control vulnerability studies and reviews to develop controls to prevent losses and implement cost saving measures .
Performs the full range of supervisory duties for three or more site subordinates .
Directly Supervises 4-6 Building Managers
Supervision responsibilities include but are not limited to: assigning work, establishing and revising priorities to meet operational needs, evaluating performance , approving/ disapproving leave requests, ensures staff is adequately trained, making recommendations for selection of building managers, recommends pay adjustments and/or awards per policy, and recommends corrective and/or disciplinary action as warranted. Ensures compliance with Equal Employment Opportunity . Ensures subordinates are fully aware of and comply with appropriate personnel, safety and environmental laws and regulations .
Establish liaison with divisions, departments, directorates and other offices that provide goods or services to the operation .
Assess trends and problems that span the operation, recommend necessary changes and evaluate results .
Evaluates management, maintenance, and operating costs ; prepares statistical data; develops information that includes current and past expenditures and estimates of future costs; and develops rationale for justification of line items or areas of housing budget proposals .
Makes studies and surveys of area ordinances and regulations governing community life and recommends such new ordinances, regulations, or amendments as would improve housing administrative policies .
Coordinates with Training Support Command (TSC) Personnel , and departments of other agencies for whom housing is provided, and/or regulatory agencies to assure adequate services and facilities are provided.
Performs other duties as assigned.

Qualifications

A qualified candidate possess the following:
A combination of experience and education is required. The incumbent must have a minimum of 3 years experience in a position related to a housing operation, with at least 2 years supervisory experience. Certified Defense Unaccompanied Housing Manager designation or comparable credentials desired.
Must possess knowledge of Navy Bachelor Housing policies and standards, including safety, environmental and fire prevention regulations and practices. Must have knowledge of Navy management procedures and maintenance principles and practices. Must understand the daily operation of BEQ and have a working knowledge of the property management system.
Must possess basic math and reading skills.
Must be computer literate, able to use Microsoft Office products and have the ability to learn the property management system (BORTS) .
