VA seeks to expand the responsible use of Artificial Intelligence, including the use of Generative AI, to improve the delivery of its services & increase operational effectiveness of its mission to care for our nation's Veterans.

The IT Specialist (AI) serves to advance VA's goals by being a subject matter expert in the product life cycle with substantive knowledge of AI and Machine Learning (ML) technologies, models, and applications. The incumbent should be comfortable with the rapid evolution of AI/ML and the latest changes in this technology and have experience managing and mitigating risk to ensure safe, secure, and responsible use where precedent may not exist.

Major Duties:

  • Demonstrates general technical expertise in AI/ML technologies, including generative and nongenerative AI/ML algorithms, large language models, commercial and open-source models, model training practices, and data management.
  • Serves as a subject matter expert on issues involving AI/ML technologies.
  • Coordinates, communicates, integrates, and is accountable for the overall success of projects, ensuring alignment with critical agency priorities.
  • Helps advance organization's AI priorities by applying their knowledge and expertise of AI/ML technologies and the product life cycle.
  • Communicates quantitative and qualitative impact of AI/ML systems to leadership and stakeholders.
  • Manage integration of AI/ML technologies into new or existing products or services while owning or having extensive input into the product's or service's mission, vision, and strategic road map.
  • Using expertise in product management and AI/ML technologies, models, and applications to own, drive, lead, manage, or support the full product life cycle of AI/ML-enabled solutions which include problem definition, hypothesis generation/validation, user research/discovery, strategy, roadmap development, requirement definitions, technical specifications, prototyping, testing, creating and monitoring KPIs, and the creation of production ready software or services.
  • Adheres to government policies, regulations, responsible use standards, and guidelines when incorporating best practices from industry.
  • Engages with customers and components to perform needs analyses to define opportunities for new or improved business processes, solutions, practices, products, services, or strategies leveraging AI/ML technologies and capabilities.
  • Formulates product requirements for AI/ML technologies and systems to improve the customer experience of organizational services and/or to increase operational impact.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Qualifications

This standard allows eligibility through meeting either the basic requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience includes: experience that has provided you with expert knowledge of Artificial Intelligence; serving as a subject matter expert in AI; experience applying principles, methods, and tools to design systems that perform Artificial Intelligence functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
