As a Railroad Safety Training Operations Director, you will:

  • Direct, plan, and develop all aspects of planning, budget and development, implementation, and guidance of railroad safety technical training programs within headquarter and field organizations.
  • Provide training management of participating states, railroad industry, and Federal agencies as related to improving railroad safety through training, information dissemination, and core administrative and technical process improvement initiatives.
  • Analyze training needs, identify changes in the environment, developing training plans and executing the plans.
  • Direct the design, development, and delivery of internal technical training courses; evaluation of external technical training courses; developing partnerships with railroad management and railroad labor organizations to improve railroad safety through cooperative training initiatives and to collect realistic data regarding the regulatory training needs of various crafts of railroad employees.
  • Provides technical guidance and direction to senior Office of Railroad Safety officials on all programs under the purview of the Training and Technical Standards Division (TTSD).

The ideal candidate for this position is a senior level professional with a strong background in technical training in the transportation industry, who enjoys working in a collaborative environment, and has experience evaluating safety programs within the transportation industry.  Rail experience is highly desirable. This candidate should have experience with transportation industry standards and procedural instructions as they relate to design, development, and execution of training plans.  Expert level oral and written communication skills are essential.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience developing and managing a technical training program, including needs analysis; task analysis; selection of appropriate training technologies and methods; and formative summative evaluations in order to plan, administer, or evaluate technical training.
  • Experience applying research methodologies in order to design, monitor, and evaluate studies for use in the development of training.
  • Experience representing your organization to promote, negotiate, and implement technical resolutions and initiatives pertaining to training.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
  2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  3. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  4.   5.
