Duties

Help
  • Analyze energy data and conduct surveys, audits, and special studies to optimize program efficiencies.
  • Conduct research, data management, trend analysis, and special projects in all phases of the Army energy management program.
  • Prepare a variety of reports for MOTCO, SDDC, AMC, DA, DoD, and the Presidential budget.
  • Attend formal and informal command and management conferences, contributing managerial advice during exploratory and formulating stages of managerial planning, policy development and decision making concerning the Energy and Water Management Program.
  • Tracks utility fuel consumption and cost.
  • Track, chart, and report energy consumption in various formats necessary to meet a variety of requirements including typical Terminal Review and Analysis, Performance Management Review, Installation Status Report, and other similar reports.
  • Review building project design pertaining to layout of heating, air conditioning, plumbing, mechanical, ventilation, electrical power, and electrical lighting systems, Utilities Privatization, and lightning protection system (LPS) conformance
  • Coordinate Digging/Excavation Permits.
  • Develop program documentation and informational data to support the long-range Energy and Water Management Program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Incumbent may be required to travel up to 5% to perform duties or attend training.
  • Initial and annual financial disclosure will be required.
  • Incumbent must be Certified Energy Manager (CEM) within one year appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as applying analytical, and evaluative methods sufficient to monitor energy and water consumption. Experience assisting in the preparation and reviews of building project designs to include layout of heating, air conditioning, plumbing, mechanical, ventilation, electrical power and lighting systems. Experience with reviews of digging/excavation projects. Experience with preparing and providing reports to leadership to assist with decisions for installation's energy and water management program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-10.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
