Duties

Help

  • Prepares congressional quarterly reports to include obtaining input from internal staff and gaining final approval of the reports from the executive team.
  • Supports the establishment of policies and plans, which align with government laws, regulations, and standards.
  • Review the National Defense Authorization Act for government mandates and ensuring organizational compliance.
  • Analyzes data and determines best way to achieve consistent messaging to all stakeholders.
  • Leads analysis of proposed legislative actions, determines the potential impact on the organization and develops appropriate responses.
  • Maintains and nurtures the relationships with congressional leaders, associated authorities, including congressional staffers, and all committees, Legislatively represents and protects organization interests.
  • Plans congressional briefings for executives.
  • Exercises tact, discretion and judgment concerning inquiries/replies received from or conveyed to Congress, its committees, staff members or individual directly or through applicable departmental offices.
  • Leads responses to all congressional and auditing requests.
  • Drafts questions and talking points to support all auditing and congressional requests.
  • Drafts written testimonies and executive briefs for congressional hearings.
  • Drafts policy and written documentation such as organizational reports, position papers, issue papers, or responses to congressional inquiries for top management's review or signature.
  • Oversees Government Accountability Office (GAO) and Inspector General (IG) audits, working directly with executive leaders in each organization to respond to questions and execute interviews with executive leaders.
  • Manages all audit report reviews and provide clear, concise responses to requests for information.
  • Engages directly with government auditing agencies to answer questions and close out audits timely and with accuracy.
  • Plans strategic sessions to prepare staff for audit interviews, ensuring consistent messaging to all external parties.
Work Schedule: Full-time, Monday through Friday, 8:00 a.m. - 4:30 p.m.

Telework: Up to 50% telework per pay period may be authorized at the management's discretion.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

AND

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Experience analyzing the impact of court decisions and legal interpretations of the FOIA. (2) Notifying and coordinating records concerning the release of information under the FOIA, and adjudicates whether the release of information is consistent with the statute and its interpretation by the courts. (3) Researching, evaluating and analyzing; assembling and reviewing all proposed release packages before the decision to release or deny material are soundly based on law and policy; and that all involved parties, requesters, legal representatives, General Counsel, and agencies are properly and thoroughly apprised of action, decision and possible ramification of release. (4) Experience planning, designing, and executing FOIA and PA activities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. No special physical demands are required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
