Position is in the Office of Railroad Development (RRD), Office of Railroad Planning & Engineering, Federal Railroad Administration (FRA). You will serve as a Supervisory Community Planner in the Project Planning Division (RRD-22). Incumbent provides project planning and oversight, standards setting, training and technical assistance to rail stakeholders preparing for, participating in, and implementing federal financial assistance programs.

As a Supervisory Community Planner, you will:

  • Design, develop, implement, and evaluate plans, programs, guidance, tools, research studies, communications materials, and associated products that focus on transportation-related community planning and policy.
  • Establish precedent-setting decisions that consider weight of implications for Federal Railroad Administration objectives, legal requirements, and program needs.
  • Lead and participate on interdisciplinary team reviews or activities, work groups, and task forces to address project or program issues to ensure implementation of the planning programs.
  • Represent the organization in negotiations with officials of stakeholder organizations whose decisions and activities have important implications to the overall planning program.

The ideal candidate for this position is a career professional who is experienced in developing and applying transportation planning principles and practices to complex, multi-state and national transportation programs and has extensive knowledge and experience with rail transportation and related laws and regulations.

PLEASE NOTE: This announcement establishes an open continuous 30-day vacancy announcement. The first referral of eligible applicants will be 2 weeks from the opening date.   • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • REMOTE WORK: Varies by position.  Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. Salaries for all areas are available on the OPM website at: https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2024/general-schedule/  If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in interpreting laws, regulations, policies, and procedures to provide program management and implementation guidance.
  • Experience developing, implementing, and evaluating plans that address activities of transportation program and project development from planning and design through implementation.
  • Experience leading a team in ongoing projects in all phases including needs assessment, resource allocation, program design, implementation, and evaluation

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  2. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR

Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions.
