As a SUPERVISORY PLANNING DEPUTY you will be responsible for the following duties:

* Responsible for developing resource strategies that solve budget issues with a focus on short- and long-term Defense Working Capital Fund (WCF) budget planning, activity-based costing, pricing development, and regulatory requirements.

* Lead actions and activities necessary for programming reviews, studies, requirements determinations, and recommendations for annual DWCF product costing, pricing determination, and, at times, general fund programming activities.

* Manage the coordination and response to USD(I&S), OSD Comptroller, OMB, and Congress resource decisions and actions based on budget submissions.

* Analyze and coordinate the sequencing and timing of key program events and milestones, methods for evaluation of needs and goals, and plans across the PPBE process for DWCF multi-year programs.

* Provide leadership with sound planning, programming, budgeting, and execution (PPBE) recommendations and advice in compliance with laws, regulations, and policies for justifying, defending, and allocating resources to meet DCSA's priorities.

* Handle highly complex, sensitive, or ambiguous challenges facing DCSA and its organizations. Interact with, influence, and persuade high-ranking officials within and outside the OCFO, DCSA, and external organizations. Make decisions that have an impact within and outside the immediate organization and agency.

* Work with peers within the OCFO and across DCSA to address common issues and challenges, effectively communicate complex financial issues, recommended solutions, and/or the status of corrective actions to senior leadership.

  • This position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.
  • If he or she is not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position.
  • Once certified, the incumbent must meet the continuing education training requirement as outlined in DOD I 1300.26.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advanced experience providing leadership with sound planning, programming, budgeting, and execution (PPBE) recommendations and advice in compliance with laws, regulations, and policies for justifying, defending, and allocating resources; Expert experience leading working groups to develop resource strategies that solve an organizations budget issues with a focus on short- and long-term Defense Working Capital Fund (WCF) budget planning and programming activities, and DWCF regulatory requirements; Developing policy, performance metrics, data analytics, and cost analysis to support development of pricing and financial strategies; Oversee and address needs related to corporate strategic planning, risk management, and performance improvement efforts; and Continuously evaluate the interrelationships between program goals, the effective use of personnel, budgetary resources, and policies to provide close range budget plans.

Specifically you will be evaluated on the following competencies:
1. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

2. Financial Management Analysis: Analyze, evaluate and review budget and program issues and financial data and reports utilizing business tools and applications, cost and analytical methodologies, and performance metrics to provide impacts of financial management solutions for decision-making.

3. Communication: Convey message in a clear and concise manner.

4. Influencing/Negotiating: Establishes and maintains relationships with key individuals/groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals.

5. Decision Support: Conduct financial, economic and/or accounting analysis in order to make decisions, or provide information to decision-makers, to better utilize resources and improve mission effectiveness.

6. Financial Management Systems: Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. In the context of the DoD FM Certification Program, "Financial Management Systems" only include the following systems: a. Accounting b. Managerial cost accounting c. Funds management and budgetary resources management d. Funds balance with U.S. Treasury e. Travel f. Payroll (military and civilian) g. Enterprise resource planning h. Budget Formulation and Planning, Programming, Budgeting and Execution (PPBE).

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
