You will serve as the Division Head for the Business Operations Division (BOD) and as the Authorizing Official’s Designated Representative (AODR).

Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include:

  • Providing administrative and technical supervision necessary for accomplishing the work of the unit.
  • Performing the administrative and human resource management functions relative to the staff supervised
  • Establishing guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system
  • Observing workers' performance; demonstrates and conducts work performance critique
  • Collaborate with a variety of staff members including HQ program managers/CG Cyber, command cadres, supervisory personnel, support staff, professionals and technicians dispersed throughout the SILC Civil Engineering Units, Product Lines, Shared Services Divisions, and the Acquisition Project Office (FDCC)

Qualifications

At the GS-15 Level: Applicants must possess one year of specialized experience equivalent to the GS-14 level (in the Federal sector).

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience includes:  Performs the full range of supervisory responsibilities, including but not limited to the following: Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Oversee a variety of management support and manpower issues, in support of the organization, concerned with long-range planning on a broad spectrum, with the principal goal of providing solutions to major management problems. Directly liaisons on behalf of the command for staff resource needs to senior officials, including non-routine Flag / SES level briefings.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

How you will be evaluated

  1. Skilled in applying an advanced knowledge of information technology security principles and concepts; Federal IT Security and risk management processes, policies, standards, procedures and strategies, including requirements set forth by the National Institute of Standards and Technology (NIST), DOD and USCG sufficient to serve as the agency expert in cybersecurity and provide management, leadership and direction to ensure that FRCS are reliable, secure, accessible and categorized in accordance with the CG cybersecurity, RMF and DOD policies and standards as appropriate.

  2. Knowledge of, and comprehensive skills in directing or individually conducting risk and vulnerability assessments and conducting assessment and authorization of FRCS sufficient to ensure that qualified personnel are designated and managed and that all systems are authorized in accordance with CG cybersecurity criteria and to anticipate, assess, and minimize system vulnerabilities.

  3. Knowledge of the IT architecture and project management principles and methods sufficient to provide leadership, oversight and program direction to ensure that the Coast Guard operates FRCS under CG cybersecurity criteria.

  4. Knowledge of monitoring and auditing the schedule, cost, design, analysis, operational performance and/or internal security procedures of CG cybersecurity standards

  5. Ability to keep abreast of new and emerging IT security technologies sufficient to manage or independently develop the creation of relevant policy; evaluate and optimize changes in the existing technical environment including operating procedures and policies.
