As an Information Security Analyst Team Lead (INFOSEC), GS-2210-14, you will be responsible for:

  • Conducts assessments of threats and vulnerabilities, determines deviations from acceptable configurations, enterprise or local policy, assesses the level of risk, and develops and/or recommends appropriate mitigation countermeasures.
  • Designs/integrates a cyber strategy that outlines the vision, mission, and goals that align with the organization's strategic plan.
  • Provides legal analysis and decisions to inspectors general, privacy officers, oversight and compliance personnel regarding compliance with cybersecurity policies and relevant legal and regulatory requirements.
  • Conducts long-range, strategic planning efforts with internal and external partners in cyber activities.
  • Makes recommendations on how to address trends and new technologies within the context of agency policies, plans, and management strategies.
  • Facilitates implementation of new or revised laws, regulations, executive orders, policies, standards, or procedures.
  • Manages special projects that have a significant impact on the delivery of customer support services.
  • Integrates IT projects with larger IT Architecture initiatives.
  • Translates IT Enterprise, Program, and Project initiatives in business terms for stakeholders.
  • Executes decision-making authorities and establishes vision and direction for an organization's cyber and cyber-related resources and/or operations.
  • Implements a budget and forecasts impacts of budgetary decisions.
  • Performs as a Contracting Officer's Representative (COR).
  • Consults and communicates with Contracting Officer and/or Program leaders to assist in determining the compliance and completion by the Contractor.
  • Performs duties on the most complex and mission critical contracts within the agency involving significant program management activities; such as major investments.
  • ldentifes the best contract strategies to support projects and key federal IT strategic goals.
  • Performs general project management activities generally appropriate for contract vehicles of moderate to high complexity, including both supply and service contracts.
  • Develops estimates of risks associated with technologies and discovered threats, enabling organization to assess the resources needed to respond effectively.
  • Assesses systems security posture to maintain acceptable risk.
  • Identities, mitigates, and advises against potential risks
  • Collaborates with cybersecurity personnel on the security risk assessment process to address privacy compliance and risk mitigation.

  • If selected for this position you are eligible to work remotely. Participation must be requested and approved by the supervisor and there must be a signed remote work agreement. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

·         You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience applying one of the following: Risk Management, development, security operations (DevSecOps), Supply Chain, or emerging technologies.
2. Experience providing written and oral IT critical technical advice, guidance, and recommendations to executive management. 
3. Experience developing computer security policies and procedures, strategies, and establishing performance requirements for an enterprise cybersecurity program.

Basic Experience Requirements

You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.
1.    Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2.    Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3.    Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4.    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy.
2.    Ability to lead people and/or manage resources and staff to meet program and project requirements.
3.    Ability to serve as a Contracting Officer's Representative (COR).
4.    Knowledge of risk management processes, including methods for assessing and mitigating risk.

Education cannot be substituted for experience for this position and grade level.
