This position is in the EXCEPTED SERVICE. Pursuant to 50 USC § 3024 (v), this position is being established in the excepted service as an element of the intelligence community within the U.S. Coast Guard. Excepted service appointments are appointments within the Federal Government that are excepted from civil service procedures and do not confer competitive status

Duties

Help

This position serves as the Special Security Officer for the USCG and as such manages and implements the Sensitive Compartmented Information (SCI) security program for CG elements worldwide.

 Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: 

  • Managing the SCI programs and issuing program directives implementing Intelligence Community (IC) Directives.
  • Reviewing and making determinations of security clearance upgrades and administration of the special access programs.
  • Reviewing and managing Sensitive Compartmented Information Facilities compliance reviews.
  • Managing the data entry into the IC Scattered Castles managed database.
  • Overseeing Special Security Officers implementation and usage of personnel security systems such as, the DHS Integrated Security Management System, the Defense Information System for Security, the Central Verification System, etc.
  • Coordinating internal/local security policy programs to ensure consistency with service security policy and programs.

Qualifications

At a GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service. Specialized experience includes:  Managing SCI programs; developing physical security methods used for safeguarding information, property, personnel, operations, or materials; conducting analyses of a facility to ensure risk assessments and security measures are compliant with et guidelines; leading a security workforce to enhance physical security, information security, or security risk assessment programs; supervising subordinates in various managerial functions such as assigning work, evaluating performance, and/or providing training.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
 
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain and maintain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
