Help
  • You will serve as advisor and technical expert on all aspects of financial accountability and associated automated and nonautomated financial reporting systems.
  • You will develop and provide regulations, operating procedures, and technical and professional guidance.
  • You will provide unified, consistent, efficient standards and financial management oversight to support organizational goals through ship visits, training, data analysis and strategic planning.
  • You will analyze and provide subject matter expertise to resolve financial variances against actual expenses and liabilities in computerized military and banking account systems.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying extensive knowledge of and ability to apply a wide-range of fiscal and accounting management theories, concepts, practices, laws, policies, rules and regulations to perform a variety of complex assignments and recommend appropriate Course of Actions (COAs).
  • Experience applying sufficient technical and business managerial competence and stature to deal effectively with commanding officers of the ships and shore activities.
  • Experience planning and carrying out the assignment resolving most conflicts which arise, coordinating the work with others as necessary, and interpreting policy on own initiative in terms of established objectives.
  • Experience being proficient in the use of laptop computers and peripherals in order to report statistics and formulate official reports utilizing automated programs.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR

A combination of experience and education as described above that equates to one year of experience

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Incumbent is required to go on travel and visit ships/shore stations for conferences/meetings. In addition, the incumbent must physically board Navy vessels located pier side, anchorage or underway to observe, evaluate, train, and resolve technical problems.

Occasional limited duration ship visits (pier side and underway) and visits to other directorates and work sites can involve exposure to any other environment existing within the activity. Adverse working conditions may exist when ships are in overhaul/repair.

This position is covered by the Department of Defense Priority Placement Program.

Several vacancies may be filled.
