Summary

Duties

Help

Provides oversight and leadership for day to day operations; and ensures the Region meets the FAA's Strategic Initiatives for the Region. Plans, formulates, directs, implements and evaluates Airports programs in the Region. These programs include airport safety and certification, airport and system planning, capacity management, environmental processing, financial assistance programs (Airport Improvement Program and Passenger Facility Program), engineering and design, and compliance requirements.

Division Director assumes full responsibility and authority in the operation of the Airports Division's aviation programs and is responsible for providing oversight and ensuring successful completion of large complex and politically sensitive airport projects that involves extensive coordination with various internal and external stakeholders. In addition, the incumbent has full responsibility and will be held responsible to oversee, direct and deliver on unusually complex initiatives and projects.

Monitors and implements the strategic plan for organizational projects/programs to ensure the successful completion of goals and initiatives. In addition this position provides leadership for strategic planning, integration of initiatives/activities, conducting operational and/or organizational analysis, evaluating studies, providing recommendations on operational topics and ensuring collaborative decision-making across the organization.

Utilizes technical knowledge of FAA Airports' policies, programs, Federal laws and regulations, to provide oversight, develop schedules, and make decisions on program and project implementation. Serves as the technical advisor to the Associate and Deputy Associate Administrators.

Defines, acquires, and assigns tasks and responsibilities to accomplish objectives, and provides oversight and management to ensure that region-wide programs operate effectively and efficiently, and are in compliance with regulatory requirements, and promote the accomplishment of FAA's goals and objectives.

Exercises the full range of supervisory responsibilities to include strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers and employees; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate.

Utilizes knowledge of personnel and other administrative policies and procedures to monitor, direct, and provide oversight of administrative staff and programs such as budget, hiring and other administrative programs. The incumbent is responsible for ensuring training requirements are being met and ensures that the broad technical staff has the required guidance to carry out airport programs and safety oversight functions.

Creates positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the Airports organization, other FAA organizations, Federal or State offices, Congressional staff, etc. to enable problem solving at the lowest level. Builds and develops relationships with key personnel to ensure successful completion of complex projects.

Communicates presentations to a diverse audience to include senior executives, front-line employees, aviation industry representatives, and the general public. Maintains close and continuing contact with key representatives with both internal and external customers. Contacts are with customers and key representatives, often times in meetings, conferences or in unplanned situations where the incumbent is designated as a point of contact; and where these meetings have direct impact on the implementation of goals for Regional projects/programs. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K/FG-15. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.

Specialized experience for this position include:

  • Experience leading and developing employees.
  • Direct technical or management level involvement in processes related to airport planning, environmental review of airport infrastructure development and/or civil airport capital financial management.
