Duties

Help

The Program Analyst:

  • Serves as a liaison to customers and stakeholders in the development of programs, systems, data gathering methodologies, and related initiatives.
  • Serves as a member of a project team, continuously monitors the effectiveness of existing programs, and conducts needs assessments for the continuous improvement of these programs.
  • Plans and conducts analytical studies and activities associated with determining how well programs are functioning.
  • Develops training materials for a variety of stakeholders including other program analysts, and other constituencies ensuring that such training provides participants with an appropriate knowledge base to execute assigned responsibilities.
  • Develops communications materials regarding program changes and related activities.

The ideal candidate has exceptional written and oral communication skills. In addition, should possess expert time-management and problem-solving abilities and is skilled in prioritizing, managing, and organizing information. The candidate must also be experienced in exercising tact, discretion, and persuasion when resolving sensitive issues. The candidate must be able to work proactively in furtherance of the mission. The ability to work cooperatively, but independently, is critical to the position. The candidate will possess knowledge and skill in applying analytical and evaluative methods and techniques concerning efficiency and effectiveness of program operations.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 09, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience analyzing or evaluating programs and producing reports.
  • Experience utilizing database systems to enter, revise, track, store, and research information.
  • Experience preparing reports and papers and responding to inquiries on technical and non-technical information requests.

To qualify for the Grade 11, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience solving program or project issues in a team environment.
  • Experience gathering pertinent data, identifying problems, and developing recommendations for improvement.
  • Experience planning and organizing work procedures/processes.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience administering program related contracts and/or purchase orders.
  • Experience analyzing and evaluating the effectiveness of programs and operations.
  • Experience performing cost-benefit analysis of current or proposed program operations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Manages and organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
  2. Knowledge Management - Knowledge of the value of collected information and the methods of sharing that information throughout an organization.
  3. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
