Summary

This position is located in a District Office with the Great Plains Area, Office of Environmental Health & Engineering, Division of Sanitation Facilities Construction (DSFC) in Pierre, South Dakota. The purpose of this position is to serve as a Geographic Information System (GIS) technical advisor. The incumbent will report to the DSFC Director or designee.

Help

  • Serve as the database administrator for the Geographic Information System (GIS) data for the Division of Sanitation Facilities Construction program.
  • Complete or modify drawings in Auto CAD/Civil 3D and Arc View/GIS software.
  • Create and/or update GIS data to develop, populate, and maintain the GIS.
  • Update and maintain installation maps, gathering data from surveys, both visual and physical, and real property data.
  • Complete daily activities of the GIS system, monitor progress and recommend GIS resources to meet project schedules and mission requirements.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS

GS-05: Successful completion of a full 4-year course of study leading to a bachelor's degree with (a) major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics; or One (1) year of specialized experience equivalent to at least the GS-04 grade level.

Examples of specialized experience at the GS-05 grade level

  • Complete or modify design drawings and as-built drawings in Auto CAD/Civil 3D and Arc View/GIS software; Maintain GIS archives for completed and ongoing project data and drawing files; Develop GIS data models in enterprise relational databases; Utilize custom tools and scripts to automate analysis and data processing.

GS-06: One (1) year of specialized experience equivalent to at least the GS-05 grade level

Examples of specialized experience at the GS-06 grade level
  • Create and/or update GIS data to develop or populate the GIS database; Input data received from different disciplines (e.g., design, environmental, real estate, operations, surveying, archeology, hydraulics/hydrology, etc.); Update, maintain, and prepare installation maps; Utilize survey and data collection equipment and construction drawings to integrate attributes into the GIS database.

GS-07: One (1) full year of graduate education directly related to engineering, construction or industrial technology; or One (1) year of specialized experience equivalent to at least the GS-06 grade level.

Examples of specialized experience at the GS-07 grade level
  • Advise users of GIS files to ensure that drawings are constructed and interpreted properly; Maintain AutoCAD interface GIS service; Data verification, editing and performing interactive adjustments to files to eliminate any discrepancies; Evaluate and maintain supplies needed for GIS implementation.

GS-08: One (1) year of specialized experience equivalent to at least the GS-07 grade level

Examples of specialized experience at the GS-08 grade level
  • Complete daily GIS system activities; Monitor progress and recommend GIS resources to meet project schedules; Verify accuracy and consistency of data; Resolve technical conflicts and discrepancies; Prepare and establish procedures for system files; Develop recommendations and implement when appropriate.

GS-09: Two (2) full years of graduate education or master's degree directly related to engineering, construction, or industrial technology; or One (1) year of specialized experience equivalent to at least the GS-08 grade level.

Examples of specialized experience at the GS-09 grade level
  • Assist customers in using spatial and statistical methods to analyze attributes and geographic information to develop new GIS data layers; Participate in developing cost estimates and data acquisitions for GIS services; Maintain GIS archives for completed and ongoing project data and drawing files.

GS-10: One (1) year of specialized experience equivalent to at least the GS-09 grade level

Examples of specialized experience at the GS-10 grade level
  • Direct daily activities of the GIS system; Develop schedules and work assignments to meet project needs; Upgrade and maintain GIS mapping and engineering application software; Manage software and user licenses, user accounts, and passwords; Assist and provide training/updates on new and revised software acquired.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a federal employee. IHS may offer newly appointed Federal employees credit for their directly related previous non-federal experience or active-duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is not covered by a Bargaining Unit.
