Summary

You will serve as the Western Hemisphere Regional Manager of the Office of International transportation and Trade. You will share in and support the Director in the daily management of the Regional and Policy Initiatives responsibilities. This office is the Secretary's principal organization for the development of international transportation and trade policy, and functions as the focal point for review of policy issues resulting from Department-wide international transport activities.

The Supervisory International Transportation Specialist:

  • Plans, develops, and coordinates program initiatives in the Western Hemisphere region and formulates coalitions with international organization, senior officials of other U.S. and foreign government agencies and the U.S. foreign private sectors, ensuring that interagency and private sector contacts are constantly briefed on new developments.
  • Provides policy guidance, counsel and assistance to the Office Director, the Assistant Secretary and to the Congress and other executive branch agencies on all international transportation and trade policy matters with the Western Hemisphere region.
  • Is responsible for the development of international cooperation and trade promotion program policies for the Western Hemisphere region, supervising a staff and providing oversight of all program activities, and functions as the focal point for review of major policy issues resulting from department-wide international transport activities. 
  • Represents the Office of International Transportation and Trade in conferences and international multilateral meetings within the Department and with other Federal agencies on issues of DOT wide significance.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
    DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • SECURITY CLEARANCE: This position requires a Secret clearance. You must be able to obtain and maintain a Secret clearance.
  • FOR DIRECT HIRE CANDIDATES: You must complete a one-year probationary period (unless already completed).
  • FOR GOVERNMENT CANDIDATES:  Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience formulating and implementing international transportation and trade policy as a regular part of your job with minimal supervision.
  • Experience utilizing project management tools and coordinating project team activities (including budget and resource management, development of project schedules/milestones, tracking and reporting team progress) to deliver successful team results.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Competence (International Transportation and/or Trade) - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform analytical, evaluative, advisory, or similar work pertaining to international transportation, trade, foreign direct investment, bilateral and multilateral agreements, goods and services, trade restrictions and controls, foreign market structures and trends, competitive relationships, negotiations, equity in industry practices, and protection of the public interest; works with, understands, and evaluates technical information related to the international trade transportation industry regulatory controls, operations, policies, and practices requiring a practical knowledge of economic theory and transportation economics, but does not require full training and professional competence in economics; advises others on technical issues.
  2. Influencing/Negotiating  - Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.
  3. Manages Human Resources - Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance.
  4. Political Savvy - Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.
  5. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner using correct English grammar, punctuation, and spelling in a succinct and organized manner for the intended audience.
