Summary

Duties

The Program Analyst:

  • Ensures that the practices and procedures used by ODI staff when handling correspondence, documents, investigative files, and other operational activities, are consistent with those outlined in standard operating procedures, audit recommendations, and other office guidance and protocols.
  • Advises and counsels ODI staff (supervisory and nonsupervisory) on matters involving personnel actions, ensuring that proper procedures are followed and are closely coordinated with the NHTSA’s Office of Human Resources.
  • Conducts research using ODI electronic databases for writing/editing technical documents or other correspondence involving a wide range of issues relating to the programs and mission of the office.

The ideal candidate must have strong communication and organizational skills, and is comfortable presenting ODI information to managers and executives in the department and agency. NHTSA is looking for an experienced professional with expertise in planning, conducting, and completing data analysis projects.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Developing and maintaining correspondence and other reference materials.
  • Experience implementing and managing administrative and/or operational support activities.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience working independently to develop, implement, and manage administrative and/or operational support activities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated experience providing administrative and operations support within a technical organization.
  2. Ability to plan and coordinate administrative tasks, including demonstrated experience with time and attendance, travel arrangements, scheduling meetings and document management.
  3. Ability to communicate and work efficiently and effectively, individually and as a team member within a technical operation.
