Duties

Help

- Performs and coordinates intermediate target development actions in support of USSTRATCOM Operation Plans (OPLANs).

- Performs target system analysis (TSA) in support of USSTRATCOM's strategic targeting mission, as well as other combatant commands' requirements.

- Establishes and maintains a current series of liaison contacts with DoD and national-level intelligence agencies as a recognized targeting analyst in the field of regional adversarial forces.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments, to interpret policy and conduct intelligence research planning, and to perform target analysis and other intelligence collection related activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments, to interpret policy and conduct intelligence research planning, and to perform target analysis and other intelligence collection related activities.

2. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include target systems analysis (e.g., network analysis, nodal analysis, critical path, qualitative analysis, and database manipulation).

3. Knowledge of the national intelligence community, Joint, DoD structure, organizations, missions, functions, inter-relationships, policies, capabilities, and operations to include targeting doctrine, cycles, tactics, techniques, procedures; the intricacies of nuclear targeting; and the role of intelligence capabilities in supporting joint/combined campaign planning.

4. Knowledge of information and personnel security principles, practices, procedures, laws, and regulations.

5. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects; ability to communicate effectively with others, both orally and in writing; to work out solutions to problems or questions related to the work; to write clear and concise intelligence products.

6. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirements to address specific intelligence gaps to optimize the Command's capabilities.

CONDITIONS OF EMPLOYMENT CONTINUED:

Position is designated special sensitive and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI) and other Special Access Programs (SAP). A non-disclosure agreement must be signed.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.

Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. The employee may periodically be required to work unusual or extended hours including evenings, weekends, and/or holidays and may be subject to recall to duty.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
