Duties

Help

  • Exercises supervisory personnel management responsibilities at lease 25% of the time.
  • Plans, organizes, and oversees the activities of the organization.
  • Directs, manages, and leads pioneering efforts in developing advanced theories, innovative applications, new scientific principles, and solution options (ex., material, non-material, and policy alternatives) for C4 shortfalls.
  • Establishes, develops, and maintains effective working relationships.

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI),
  • other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays. Overtime may be required.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force
  • USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • A Bachelor’s Degree with a concentration in data science, statistics, mathematics or other related fields is required; higher level studies such as a Master’s degree or Ph.D. is highly preferred.
  • Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber codes namely:
  • 801 Program Manager, 802 IT Project Manager, and 422 Data Analyst. Failure to comply may result in removal from this position.
  • This is a Supervisory Position, a 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include includes produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community; and skill in executing data management activities to include data governance structure.

2. Expert knowledge
and skill in a broad range of DOD or private sector C4 systems, data, big data analytics, machine learning. AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities.

3. Advanced skill in analytically articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert ability to negotiate and defend findings and gain executive support for new program concepts.

4. Skill to lead advanced study teams composed of industry, government, and academic experts; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Skill to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.

5. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization. Ability to analyze. plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

6. Exceptional ability to solve broad organizational issues, implement strategic plans within and across organizational components, and ensure a cooperative teamwork environment. Knowledge of cybersecurity principles, secure software development/acquisition, data security, risk management processes (e.g., methods for assessing and mitigating risk) and specific operational impacts of cybersecurity lapses.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
