The Program Analyst (Acquisitions):

  • Serves as the WCF Program Analyst for the IT portion of the WCF and has responsibility for the creation of purchase requests for the WCF portion of the Office of the Chief Information Officer (OCIO) fund. Responsible for the timely and efficient submittal of purchase requests to OSPE.
  • Prepares purchase requests by working with other specialists in the OCIO, CAMs (Customer Advocacy Managers) to gather all necessary acquisition information and works with the RMO team and CAMs to develop and prepare the purchase request and obtain necessary approval.
  • Prepares Statements of Work (SOW), prepare independent government cost estimates (IGCE), Determination & Findings (D&F) or Best Interest Statements as needed, and conduct/document market research.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience in the development and creation of complete IT procurement packages including, Purchase Requests, statements of work, cost estimates, and market research for submission to the contracting office. 
  • Experience in projecting procurement needs for the maintenance, support and replacement of IT assets for an agency wide IT organization.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in the financial aspects of acquisition forecasting and IT asset life cycle management. 
  • Experience in analyzing Information Technology (IT) procurement and acquisition principles and program requirements to plan, make decisions and recommendations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  2. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities).
  3. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
