Summary

You will serve as a Computer Scientist/Software Developer working in an entry-level/developmental capacity performing assignments and completing on-the-job and formal training relating to software development. You will learn and follow Hopper GCC's agile software development process and adhere to established agile software methodologies, applying them consistently across all assigned efforts. This position is located at HOPPER GLOBAL COMMUNICATIONS CENTER in Suitland, Maryland.

Duties

Help
  • You will attend meetings with higher-grade scientists, engineers, or analysts, where problems and procedures are discussed.
  • You will communicate routinely with other technologist, and analysts in other offices, agencies and commands to share information and achieve required results.
  • You will assist in the maintenance of a database(s) for the assigned area.
  • You will assist in testing performance limitations of computer hardware/software.
  • You will conduct preliminary research for specific scientific/engineering topics to gain a good understanding of computer technological development.
  • You will learn and perform routine tasks by assisting higher-grade scientists, engineers, or analysts in the design and development of scientific/engineering integrated products.

Qualifications

Basic Requirements
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Assist higher-grade scientists/engineers in the design and development of standalone software and/or cloud base solutions;
  2. Utilize basic understanding of the concepts behind object oriented computer languages including Java, Python, and C++;
  3. Understand and apply the basic concepts of configuration management and source code control processes.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Completion of a bachelor's degree

OR

Completion of 1 year of graduate-level education

OR

Combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equals one hundred percent.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 621 Software Developer and as a condition of employment incumbents of the position are required to comply with the DoN Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

--1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;

--2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

This position performs a primary cyber work role of 621 Software Developer per the DoD Cyber Workforce Framework.
