Duties

Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Data Scientist - Interdisciplinary (Direct Hire), you will:

  • Serve as a senior data scientist and provide leadership and senior-level technical expertise in data science and data analytics.
  • Provide senior-level technical expertise to facilitate the development of data strategies, data management, queries and wrangling of data, study design, and advanced communications of output.
  • Be responsible for research, development, deployment, and enhancement of forecasting models and analytics solutions using complex analytics techniques such as optimization methods, machine learning, natural language processing, spatial analysis, robotics process automation, and artificial intelligence.
  • Substantively contribute to the development and design for advanced data systems, software, advanced analysis, scoring, and modeling efforts that incorporate complex program specifications. Provide leadership and technical advice to Federal and contractor staff in the development and analysis of pilot initiatives and applications.
  • Manage data science life cycle, develop, design, support implementation, and evaluate data management strategies and tactical plans.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:

Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

- Using scientific methods to plan, design, conduct and present data science projects to stakeholders; AND
- Preparing and analyzing large-scale datasets for data wrangling, data reporting, and data validation; AND
- Preparing and delivering technical/narrative reports for policy or program decisions.


Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

- Transforming and cleansing data from structured and unstructured datasets; AND
- Preparing datasets for data wrangling and data validation; AND
- Preparing and delivering technical/narrative reports for program decisions.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Education

For Economist, 0110

A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Or

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Examples of qualifying experience include:

  1. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

For Data Scientist, 1560:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Or

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
