Duties

Help
  • You will be responsible for the budget formulation, preparation, presentation, justification, execution, and accounting of various programs and analyze and formulate data submissions and reports.
  • You will integrate financial and accounting information from DFAS with programmatic information available from fund administrators and budget planners to perform detailed analysis of specific programs and funds.
  • You will establish and maintain controls over funds appropriated and personnel authorized throughout the fiscal year.
  • You will analyze and prepare a variety of briefings and reports covering the status of funds, commitments, obligations, expenditures and unobligated balances of individual programs as required by higher reviewing authorities.
  • You will review and monitor assigned operating programs to exercise control of funding allocations and targets.
  • You will perform reviews and reconciliation of undistributed disbursements and unliquidated obligations for current and prior years.
  • You will serve as liaison with DFAS personnel to resolve problems regarding data input, system job execution scheduling, reporting, recording or other difficulties.
  • You will perform data input, reconciliation, and review of accounting data as required, as well as track financial management systems and data.
  • You will provide recommendations based on available financial data and professional resourcefulness to effect changes and/or improvements to financial program execution processes and accomplishment of management objective.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level II Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within 2 years of appointment.

Qualifications

GS-13 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Advising senior leaders on work in any of the phases or systems of budget administration such as formulation of budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, reviewing and evaluating budget requests, control, reporting of obligation and expenditures, and interpretation of budgetary policies and practices; Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations;
Implementing legal and regulatory controls over approved budgets;
Performing fiscal and accounting duties and responsibilities, and tracking financial management systems and data; and
Experience reviewing documents for accuracy and assembling key supporting document packages for dormant account reviews and/or permanent change of station claim submissions.


GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience independently performing a variety of complex budgetary, administrative, and statistical functions to support budget formulation;
Experience integrating financial and accounting information;
Experience reviewing, analyzing, evaluating, and monitoring operating programs;
Providing recommendations to managers based on available financial data to effect changes and/or improvements; and
Experience reviewing documents for accuracy and assembling key supporting document packages for dormant account reviews and/or permanent change of station claim submissions.
