  • Provide leadership, expert assistance, authoritative advice, and comments on the development of critical policies, proposals for changes in mission, implementation of organizational policy changes, sound management practices, and management/program evaluation plans and methodology, which are relevant to IT Investment management and Technology Business Management. Interpret proposed legislative or legislative changes and provides policy clarification to GSA Senior Leadership and other high-level management officials.
  • Identify improvement opportunities and potential solutions to problems or gaps in policy, guidance, methodologies, capability or capacity. Plan and conduct pioneering work in his/her area of expertise of outstanding scope, difficulty and complexity.
  • Conduct special projects and strategic analysis on a broad range of classified, confidential, sensitive projects or assignments, involving controversial issues of public interest and complex subject matter, to resolve unyielding problems. Independently or as a part of a team, conduct research and studies that focus on unique, complex, or controversial issues related to IT spending transparency, improved IT management decisions, and/or relevant or related IT Investment management matters.
  • Provide expert written and oral deliverables for other agencies, Congress, OMB and industry forums on the meaning of government wide policy relating to these initiatives. Monitor technical aspects of broad programmatic issues to ensure successful completion, recommending changes or solutions to problems or redirection of effort to leadership as required.

The GS-14 salary range starts at $122,198 per year. The salary shown in this announcement includes Locality Pay. The Locality Pay will be determined once the selectee's duty location has been established.

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the next lower grade level in the Federal service as described below:

 IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

Specialized experience for GS-14: One year of experience equivalent to the GS-13 in the Federal Service. Specialized experience managing, implementing and integration of cyber security policies, guidelines and requirements on IT systems and software, and designing, implementing, and maintaining a Information Security Continuous Monitoring program.

  2. Knowledge of programs and functions to inform decision-making, government-wide policies, facilitate interagency coordination and communications, to gauge the effect on program management and support service operations and to ensure alignment between policy and delivery of government-wide general services, and to identify problems and recommend possible solutions or alternative actions.)
  3. Skill in applying: policy and planning concepts and practices; interrelationships of multiple disciplines, to include: information technology, and information quality; acquisition and financial management; performance management and measurement methods and tools; project management methods; governance and risk management methods and techniques.
  4. Skill in written and oral communications to develop and/or review for comment documents, make presentations, to negotiate issues, present complex, controversial or sensitive findings and recommendations to higher authority, to inform the development of policy and/or obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity, and to represent the Agency on interagency committees and/or task forces as a recognized authority in the incumbent’s area of information security responsibility.
