Duties

Help

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

As a Lead Intelligence Operations Specialist (Counterintelligence), you will:

- Provide direct assistance to the Deputy Director and Director, OCI, on CI issues, including those issues that pose a threat and or vulnerability to the Department that may be exploited by foreign intelligence and security services, state actors, cyber criminals, and hackers.
- Ensure consistent and competent execution of CI throughout the Department, including all bureaus and components.
- Identify problems that directly affect the accomplishment of CI program goals and objectives and recommend alternatives and corrective actions.
- Document findings by preparing detailed written reports and, when necessary, refer appropriate information to applicable Treasury organizations offices.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes ALL of the following:

-Overseeing or serving as a lead on counterintelligence (CI) collections activities, such as CI briefings, debriefings, drafting Intelligence Information Reports (IIRs), and conducting CI liaison activities; AND
-Mentoring junior analysts on the application of CI concepts, principles, and practices, such as CI investigations, inquiries, collections, operations, analysis, production, and specialized services; AND
-Applying of CI processes and cycles within an organization; AND
-Applying policies, directives, and guidance, such as national-level intelligence/CI policies.

CONDITIONS OF EMPLOYMENT:
  • A two-year trial period may be required.
  • Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
  • Must be eligible for Sensitive Compartmented Information (SCI) access.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • Obtain and use a Government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
