As a Motor Carrier Safety Specialist (CDL Programs Specialist), you will:

  • Provide leadership and assistance to Division offices and States in the development and delivery of multifaceted transportation safety programs representing the FMCSA in dealing with Federal, State, and local government officials and industry representatives on driver safety and CDL program matters.
  • Develop and implements broad transportation/driver safety programs within the assigned geographical or functional area focused on commercial driver qualifications, licensing issues in State and Federal criminal justice systems, and State licensing operations.
  • Establish a collaborative program management relationship with Division Offices to ensure day-to-day operations and programs are implemented consistently and FMCSA’s safety objectives are accomplished.
  • Provide technical advice and assistance to FMCSA State and local partners over a multi-State geographical area concerning: CMV driver fitness; commercial driver licensing and qualifications standards; State program implementation and delivery of CMV operator transportation safety programs; grant program planning, implementation, and delivery; analysis of complex data, legislation, regulations, procedures, policies, interpretations, and standards; management systems to monitor and track program performance; and other CMV transportation/driver safety initiatives.
  • Provide guidance, and direction in the completion of program reviews evaluating State effectiveness and compliance with CDL program regulations, policies, and procedure.
  • Develop papers, reports, presentations, and other documentation addressing program activities – strengths, weaknesses, and strategies.

The ideal candidate is a professional with knowledge of the commercial driver regulations, and skilled in the overall management of grant programs, with emphasis on strategic planning and program development, as well as the continuous review and monitoring of internal controls and grantee performance to ensure effective program delivery, compliance with applicable regulations and policies, and elimination of fraud, waste, and abuse.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with motor carrier programs with emphasis on driver issues and applicable regulations.
  • Experience reviewing, collecting, and analyzing data to prepare written summaries and reports.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with motor carrier programs with emphasis on driver issues and applicable regulations.
  • Experience in evaluating State compliance with CDL regulations, driver qualification programs, and CMV transportation safety programs, including interpretation of complex data, policy, legislation, regulations, procedures, requirements, technological advancements, and/or strategies.

The employee works from home but reports directly to the CDL Program Manager assigned to the respective Service Center in Matteson, IL, Baltimore, MD, Atlanta, GA or Lakewood, CO.
