  • Procurement Policy Analysis and Reporting: Develop analytical reports on small business. Generate annual reports regarding small business program performance. Assists in conducting analysis of each agency's performance against negotiated small business contracting goals. Identifies discrepancies, shortfalls, trends, and areas requiring improvement through data analysis and benchmarking.
  • Procurement Policy Liaison and Representation: Assists Senior Procurement Analyst in representing and advocating for SBA's government contracting and business development programs on interagency councils and committees focused on federal acquisition policy and operations.
  • Procurement Policy Research: Conducts preliminary analysis on current and emerging policies, regulations, laws, and economic trends impacting small business participation in federal contracting.
  • Performs other duties as assigned.

Qualifications

Recent Graduates Program Eligibility:
To qualify for the Recent Graduates Program, applicants must have completed all requirements of an academic course of study leading to an associates, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution within the 2 years preceding the closing date of this announcement. Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of an academic course of study.

FOR RECENT GRADUATE ELIGIBILITY: The transcript(s) or official letter from the registrar's office MUST include the date your degree or certificate was conferred. Applications will not be considered without this documentation. NOTE: Copies of degrees, certificates, and diplomas are not considered acceptable documents to determine Recent Graduate Program eligibility. YOU MUST FIRST MEET RECENT GRADUATE PROGRAM ELIGIBILITY TO BE CONSIDERED FOR THIS POSITION. YOU MAY THEN QUALIFY FOR THE POSITION BASED ON EDUCATION, EXPERIENCE OR A COMBINATION OF BOTH AS DETAILED BELOW. THE FOLLOWING REQUIREMENTS MUST BE MET PRIOR TO CLOSING DATE OF THE ANNOUNCEMENT:

Basic Requirement for Contracting Series: (NOTE: You must attach a copy of your transcripts. Failure to submit transcripts will result in an ineligible rating.)
A. A 4-year course of study leading to a bachelor's degree with a major in any field; or
B.
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector: 1. Performing quantitative analysis and literature reviews on policies to promote and develop businesses; and 2. Preparing reports and presentations designed for policymakers on proposed policies regarding business. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

You must possess aFAC-C(Pro) / DAWIA Professional certification OR industry equivalent such as the NCMA Certified Professional Contract Manager or a combination of experience and education that evidence comparable skills to FAC-C(Pro). ). OR

If you do not currently have the FAC-C (Pro) you will be required to obtain certification within 36 months of entrance upon duty. You will be required to sign a training agreement and a statement of understanding.

Education

Education may be substituted for experience for this position.

GS-09: Successful completion of 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Combination of Experience and Education:
GS-09: Combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

RECENT GRADUATE PROGRAM COMPLETION AND CONVERSION: Upon completion of the minimum 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a term or permanent position in the competitive service. There is no guarantee for conversion.

To be eligible for conversion, Recent Graduates must:

  • Successfully complete the developmental minimum-one-year period identified.
  • Demonstrate successful job performance.
  • Meet the qualifications for the position to which the Recent Graduate will be converted.
  • Complete 40 hours of formal interactive training within developmental period.
  • Sign a Pathways Programs Participant Agreement upon appointment.
  • Meet established goals outlined in the Recent Graduate's Individual Development Plan (IDP).
  • Be recommended by supervisor/manager for conversion to permanent OR term position (these term positions may later be non-competitively converted to permanent positions).
Non-competitive conversions must occur upon successful completion of the one year Program period or at the end of an approved, NTE 120-day extension. If not converted on the date of their service requirement as listed on the Participant Agreement or at the end of an approved 120-day extension, their appointment must be terminated.

Additional vacancies may be filled from this vacancy announcement if additional vacancies occur within 180 days of the date the certificates were issued.
