Summary

This position is located within the centralized timekeeping unit in the Finance Section of the Resources Management Service Line at the St. Cloud VA Health Care System in St Cloud, MN. The Time and Leave Clerk is primarily responsible for the preparation, maintenance and timely submission of time and attendance reports for each employee whose record has been assigned to his/her jurisdiction.

MAJOR DUTIES 100%

  • Post the appropriate tour of duty, hours worked, and leave on a daily basis for employees in assigned Time and Leave (TL) units.
  • Ensure proper coding of premium pay based on employee type.
  • Review certified schedules for accuracy and notify supervisor regarding potential discrepancies.
  • Create corrected timesheets when adjustments to prior pay periods are required.
  • Ensure that employee leave balances are sufficient to cover leave being used.
  • Enter requests for employee overtime/compensatory time worked for supervisor and TL approval.
  • Ensures that timesheets are posted correctly for the pay period and notifies supervisors when they are ready for certification.
  • Maintains records related to the Worker's Compensation Program, FMLA, Extended Leave Requests, Military Orders, Court Leave, etc. that support information posted for employees in his/her assigned TL unit.
  • Receives and disperses employee Leave and Earning Statements (LES) each pay period.

Qualifications

TO QUALIFY FOR THIS POSITION AT THE GS-05 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-4) in Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is interpreting time and leave regulations and pay entitlements to staff, identifying timecard issues and assisting with correction of problems, and maintaining records and reports. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

EDUCATION: Have successfully completed four (4) academic years of progressive education above high school, leading to a bachelor's degree, in any field for which a high school graduation or the equivalent is the normal prerequisite. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation.

COMBINATION: Have an equivalent combination of successfully completed post-high school education (equivalent to at least the junior- and senior-year levels of a baccalaureate program) and specialized experience, as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature and performed while sitting but may require occasional bending, walking, standing, carrying of objects such as file folders, boxes, computer and TL reports, books, and LESs.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
