Ideal Candidate:
The ideal candidate is experienced in all aspects of financial management related to acquisition funding (such as budget formulation, budget development and/or execution), cost performance, and associated cost analysis involved in complex, high-risk programs related to the development, acquisition, and sustainment of aeronautical weapon systems, subsystems, and/or equipment.

  1. Exercises supervisory personnel management responsibilities at least 25% of the time.
  2. Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force.
  3. Represents the organization with a variety of installation and functional area organizations.
  4. Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality.

  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205)
  • This is a Financial Management (Level 3) Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements
  • This is an acquisition coded position. Selectee must complete required certification level (Level 4) in (Financial Management) within 24 months of assignment
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in all aspects of financial management such as budget formulation, budget development and/or execution, cost performance, and associated cost analysis involved in complex, high-risk programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of structure, programs, work methods, and systems of organizations for financial and accounting reporting.
  2. Expert knowledge of the commonly used agency financial and accounting procedures, regulations, precedents, policies, and guides.
  3. Comprehensive knowledge of Financial Improvement and Audit Readiness (FIAR) Plan.
  4. Expert knowledge of DOD and USAF financial and accounting systems.
  5. Ability to apply a variety of analytical methods and techniques to evaluate financial and accounting process.
  6. Ability to communicate orally and in writing commensurate with reviews at an AF senior leadership level.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
