This position is part of the Chief Executive (OCE) of the US International Development Finance Corporation (DFC). As a Program Manager (Chief Data Officer) you will be responsible for leading efforts to govern and manage data as a strategic asset. This will be the Corporation's first Chief Data Officer and will work to build a data management and analytics team.

Duties

Help

  • Responsible for defining, developing, implementing, and maintaining DFC's data governance program, coordinating and collaborating with key partners throughout the organization, to integrate and modernize DFC data architecture and manages associated projects and work plans.
  • Develops, implements, and improves policy, standards, guidance, and direction regarding data use for internal and external purposes, governance and reporting by interpreting statutes, regulations, Office of Personnel Management (OPM) memos, and White House directives.
  • Grows DFC's data culture, promoting its value within and outside of the organization. Promotes and implements best practices in data management, encompassing all aspects of the data life cycle.
  • Standardizes business processes, reducing administrative burden and duplicative efforts, to support customer use and analytical integrity.
  • Plans and manages data governance programs to include establishing project goals, scope, and developing project plans.
  • Provides administrative and technical supervisory oversight and support to assigned staff; sets priorities, assigns and reviews work; establishes goals and objectives; evaluates and gives interim and annual reviews for assigned subordinates.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes developing and implementing enterprise-wide operational business processes or policies in accord with an organization's strategic goals that enable effective management and governance of data assets.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
