Summary: As Director of the Heating Operation and Transmission District (HOTD), you will be responsible for professional, business, and technical administration; and strategic and tactical direction over planning, organizing, leading, and controlling this large utility complex. To include administration of programs, projects, and initiatives related to mechanical, chemical, electrical/electronics, climate change, sustainability, decarbonization, environmental and plant operation functions and disciplines; and business activities related to budgeting, financial management, revenue collection, customer relations, industry collaboration and public affairs.

Duties:

  • Serve as Regional Representative on matters concerning the Heating Operation and Transmission District (HOTD). Identify, lead, and participate in regional, national, and/or international special projects or studies, work groups, task forces and panels, focusing on unprecedented problems, policy making, and shaping the future direction of agency programs related to the Heating Operations and Transmission Division (HOTD) and other regional programs. Administer the pollution control program for all pollution matters within the plants related to air, water, noise, oil, fuel, and thermal considerations.
  • Develop and/or recommend revised guidelines and operating procedures. Responsible for rewriting existing policies and procedures, and developing, coordinating, and implementing policies, goals, and objectives for activities and programs in the division's organizational components involving mitigating climate risks, increasing energy and sustainability measures, and formulating decarbonization actions. Administer capital construction program for all repair/improvement and modification projects.
  • Prepare budget and control financial obligations and expenditures. Determine, establish, provide annual energy service estimates for steam, chilled water, and electricity to customer accounts. Provide leadership and direction to a wide range of representatives both internal and external to the Federal sector in the development and management of multi-million-dollar projects.
  • Formulate initiatives to reduce Green House Gas (GHG) emissions (and their environmental impact}, increase energy efficiency, reduce utility costs, and increase the number of sustainable facilities. Develop natural and climate hazard, consequence, and risk data for existing owned facilities, identify consequence mitigation strategies, and communicate this facility risk information to safeguard GSA owned assets from damage, operational disruption, and operations cost across the facilities serviced by the HOTD distribution system.
  • Provide leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of multi-million-dollar projects, involving a span of three or more years to complete. Lead the analysis to determine client facility needs and identities key technical and resource personnel aspects of projects.

The GS-15 salary range starts at $163,964 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is administering the pollution control program for all pollution matters within heating and refrigeration plants which relate to air, water, noise, oil, fuel, and thermal considerations. Experience must include developing guidelines and operating procedures on policies, and objectives for activities to include programs in the organizational components involving mitigating climate risks, increasing energy and sustainability measures, and formulating decarbonization actions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of long-range plans, goals, and objectives; the development of design and construction policy to changes in levels of appropriations or other legislative changes. 

  2. Knowledge of operation and maintenance of heating, cooling, and electric generating/energy systems the Central Heating and Refrigeration Plant and Steam, distribution; planning, developing guidance and executing critical management activities and programs. 

  3. Knowledge of principles and practices of budget administration and analysis; plant projects, procurement support and appropriate funding to approve the allocation and distribution of funds in the organization's budget. 

  4. Ability to communicate orally and in writing with outside agencies who use energy systems; private sector consultants, manufacturers, suppliers, that repair facilities or equipment, systems and plant operations, maintenance, and repairs; professional engineering and industry associations; and labor union representatives. Maintain communication with officials and customers of energy service accounts. Represent other agencies, Federal and State regulatory offices and at public meetings.
  5. Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; management principles, strategies, and techniques.
