The following are the duties of this position at the OR-53 (GS-13 equivalent). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Project Manager you will:

  • Be responsible for overseeing, coordinating and managing complex management projects.
  • Prepare formal recommendations as a result of individual or team actions; Develop the plan of action, assign tasks to members (if members are on a team), establish metrics, establish time frames for completion of tasks, and assess performance relative to goals.
  • Manage organizational projects that deliver products and services that support the financial stability mission of the OFR. This includes understanding technology, market data, business process and flow, system testing, and quality assurance best practices.
  • Managing projects through all phases of a project's lifecycle, applying a solid understanding gained through experience in various project management methodologies (e.g., Agile, Scrum, Kanban, Capability Maturity Model, lean six sigma, waterfall).
  • Perform or coordinate special assignments and projects on behalf of the Associate Director and/or other OFR leadership. These assignments are often on an emergency basis of a complex mission- oriented nature and are often initiated by special problems or needs.

SPECIALIZED EXPERIENCE: For the OR-53 (GS-13 equivalent), you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-52 (GS-12 equivalent) grade level in the Federal service. Specialized Experience for this position includes:

  • Experience successfully leading projects with interdisciplinary or cross-functional teams throughout the complete life cycle to achieve desired results using project management methodologies; such as PMBOK, lean six sigma or Agile; AND
  • Experience formulating content used in the development of strategic, operational, or action plans to address gaps between expected and actual current performance. Examples could include proactively anticipating and responding to issues such as workflow volume or bottlenecks, risks, or other trends that could impact future performance; AND
  • Experience building and maintaining collaborative partnerships with internal and external stakeholders. Examples could include leveraging relationships to balance multiple assignments, ensure cooperation on priority work, and meet deadlines.

SPECIALIZED EXPERIENCE: For the OR-52 (GS-12 equivalent), you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-51 (GS-11 equivalent) grade level in the Federal service. Specialized Experience for this position includes:
  • Experience successfully managing projects with teams throughout the complete life cycle to achieve desired results using project management methodologies, such as PMBOK, lean six sigma, or Agile; AND
  • Experience contributing to the development of action plans to address leadership priorities or gaps between expected and actual current performance; AND
  • Experience maintaining collaborative partnerships. Examples could include relationships with internal or external stakeholders in order to balance multiple assignments, ensure cooperation on priority work, and meet deadlines.

SPECIALIZED EXPERIENCE: For the OR-51 (GS-11 equivalent), you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-42 (GS-9 equivalent) grade level in the Federal service. Specialized Experience for this position includes:
  • Experience participating on projects with teams throughout the complete life cycle using project management methodologies, such as PMBOK, lean six sigma, or Agile; AND
  • Demonstrated ability to evaluate project effectiveness; AND
  • Experience building and maintaining collaborative partnerships. Examples could include relationships with internal or external stakeholders in order to balance multiple assignments, ensure cooperation on priority work, and meet deadlines.
OR EDUCATION: You may substitute education for general or specialized experience at the OR-51 (GS-11) as follows (Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit):
  • Ph.D. or equivalent doctoral degree OR
  • 3 full years of progressively higher level graduate education leading to such a degree, OR
  • LL.M., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This is a remote position. The salary range listed depicts DC locality pay. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s).
