As a Senior Project Manager, you will:

  • Expertly manage large, cross-functional organizational projects across the project management lifecycle, as needed, to support the OFR's strategy and programmatic objectives. Develop project plans or roadmaps that include resource estimates and performance metrics. Ensure clear roles and assignment of responsibilities, while monitoring and reporting on progress against critical milestones.
  • Identify critical team project management issues and independently solve or provide various alternatives. Lead change management efforts in response to shifting program or project emphasis and redirected program or project priorities. Utilize project management software tools (e.g., Confluence, Jira, MS Project) to ensure projects are on track and for reporting to stakeholders and team.
  • Apply deep expertise in various project management methodologies (e.g., Agile, Scrum, Kanban, Waterfall, Capability Maturity Model, lean six sigma, etc.). Select and tailor the project methodology to the specific needs of the project at hand, ensuring it provides benefit to the project and the project team.
  • Prepare formal recommendations for leadership decision making, as a result of individual or team actions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.


SPECIALIZED EXPERIENCE: For the OR-60 (GS-14 equivalent), you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-53 (GS-13 equivalent) grade level in the Federal service. Specialized Experience for this position includes all of the following:

  • Experience in a leadership role of cross-functional projects throughout the complete life cycle using project management methodologies such as PMBOK, lean six sigma or Agile; AND
  • Experience contributing to the development of strategic and operational plans to address gaps between expected and actual current performance. Examples could include proactively anticipating and responding to issues such as legislative, operational volume, or workforce trends that could potentially impact future performance; AND
  • Building and maintaining multi-level collaborative partnerships. Examples could include relationships with internal and external organizations to ensure the cooperation for competing needs or deadlines.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This is a remote position. The salary range listed depicts DC locality pay. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s).
