Summary

This position is in the Pre-Foreclosure & Acceleration Section 2, Special Asset Management & Review Branch, Pre-Default Division, Servicing & Asset Management Office (SAMO), Business Center, Operations Office, Rural Development (RD), United States Department of Agriculture (USDA).

The primary purpose of this position is to ensure that pre-acceleration reviews are conducted to ensure compliance with all applicable state and federal laws.

Duties

Help
  • Conducts the final legal analysis and action required to move a seriously delinquent borrower into the foreclosure process.
  • Review and make decisions on various liquidation options, i.e. deed in lieu, short sale, valueless lien, etc. based on what is in the government's best interest.
  • Respond to borrower and third-party phone calls, emails, and faxes from state and field office, attorneys (both private and USDA-Office of General Counsel) to ensure all servicing options are considered once the loan has entered foreclosure status.
  • Review loans to confirm that pre-foreclosure and acceleration determinations were not caused by Agency error and provide general loan information as requested.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: The ability to apply the knowledge and experience relative to pre-foreclosure and acceleration policies, procedures and precedents, as well as related laws and state foreclosure variances applicable to the acceleration and pre-foreclosure process to review and analyze borrower hardship situations and financial information and decide, recommend and provide counsel on the best course of action. Experience in preparing delinquent mortgage and pre-foreclosure case communications on accounts and applying policies, procedures, state laws, rules, and regulations across a nationwide portfolio and best course of action to protect the interest of the Government. Communicating with borrowers, state and field personnel to exchange information, acquire missing data or facts relevant to specific case processing and disposition, and provide alternatives. Experience in oral and written communication sufficient to prepare written findings and conclusions to explain, defend, or promote the results of the work to internal and external customers.

Education Substitution: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. (NOTE: You must upload Transcript)

Graduate Education:
Major study -- finance, business administration, economics, accounting, insurance, banking and credit, law, real estate operations.
