As an Education Program Specialist, GS-1720-09, you will be responsible for:

• Assisting with data analysis and reporting requirements of the Office of English Learners grant programs.
• Providing technical assistance to Office of English Learners grantees.
• Supporting colleagues in providing technical assistance to States regarding assessment and accountability.

As an Education Program Specialist, GS-1720-11, you will be responsible for:

• Providing technical assistance in the administration and management of funded programs.
• Conducting on-site monitoring visits to funded projects.
• Writing reports and making recommendations for senior staff.

Conditions of Employment

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high-speed internet and cell phone service meeting current Agency policy from the approved work location.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two. 

Specialized Experience for the GS-09

One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience assisting colleagues providing direct technical assistance to state, local, and federal laws regarding assessment and accountability issues.
2. Experience providing technical assistance to grantees.
3. Experience assisting with data analysis and reporting requirements for grant programs.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two. 

Specialized Experience for the GS-11

One year of experience in either federal or non-federal service that is equivalent to at least a GS-9 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience with local, state, or federal laws, regulations and policy with respect to specific grant program requirements and accountability.
2. Experience identifying areas where there may be issues with respect to the grant programs.
3. Experience advising applicants on the requirements for submitting grant proposals.

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Knowledge, Skills, and Abilities (KSAs)

Education

EDUCATION PROGRAM SPECIALIST 1720

Basic requirements:

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

OR

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. 

OR

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

OR

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

          1. Eligibility and Minimum Qualifications

Once the vacancy announcement closes, we will review your resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements. 

          2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement. Your qualifications will be evaluated based on your application materials, the responses on the application questionnaire, and the result of the Monster Competency Based Assessment(s) required for this position. You will be assessed on the following competencies. 

Non-Supervisory: Oral Communications, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management 

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the KSAs which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified.
