Summary

You will serve as the Chief Acquisition Officer and a Supervisory Program Analyst, responsible for program execution across all Command and program elements to meet the Command's Information Warfare (IW) research and development mission. You will use technical and program management expertise to deliver cyber warfighting capabilities to Fleet and Combatant Commanders. This position is located within the Acquisition Department of NAVY CYBER WARFARE DEVELOPMENT GROUP in Fort Meade, Maryland.

Duties

Help
  • As the Chief Acquisition Officer, you will lead and supervise a department of military and civilian acquisition professionals including contracting officer representatives.
  • You will advise, counsel, and support command leadership on all aspects of command acquisition and represent Navy Cyber Warfare Development Group (NCWDG) interests with peer and senior acquisitions stakeholders across the Navy.
  • You will oversee the day-to-day acquisitions activities for the command including development and execution of acquisition strategies, contract implementation and management, systems engineering, test and evaluation, and system delivery.
  • You will execute program management and technical oversight over a wide variety of state of the art Cyber, Electronic, Warfare, and Space-based capability development efforts.
  • You will provide oversight, mentoring, technical and professional advice to all Command acquisition professionals.
  • You will participate in all phases of Navy research, development, acquisition, requirements, planning, programming, budgeting, and execution processes.

  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Incumbent will be required to obtain access to NSA/U.S. Cyber Command facilities and networks through further security screening processes in order to accomplish assigned duties.
  • This is a DAWIA acquisition coded position categorized as DAWIA Level III Program Manager at the Practitioner level. Obtaining and maintaining this functional area certification and continuous learning is a condition of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Manage contracts, equipment development, and acquisition using the capabilities of different organizations and determine potential impact on program operations;
  2. Use technical and program management expertise to conduct research and development activities and deliver whole cyber warfighting capabilities to managers and senior officials;
  3. Utilize expertise with government contracting to work effectively with senior government and industry contracting officers to select an appropriate contract vehicle to provide development, procurement, and maintenance support.
