Summary

This position is assigned to the Office of Associate Administrator in Massena, New York, and serves as Chief of Security. Incumbent is responsible for security, investigative and compliance work in the areas of physical security, and personnel security for Corporation facilities and property. Serves as a point of contact (POC) for community outreach activities within the Massena and Northern New York area.

Duties

Help

As a Compliance/Security Officer, you will:

  • Serves as primary liaison with local, state, tribal, and federal law enforcement agencies. Serves as community liaison with local and regional organizations.
  • Investigates employee misconduct, physical security breaches, and property damages.
  • Serves as technical advisor for personnel and physical security programs.
  • Manages Corporation plans for continuity of operations.
  • Facilitates effective communications between management and employees.

The ideal candidate has working experience conducting investigations and the ability to write reports and present findings to support conclusions and recommended actions.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience working on investigations for a law enforcement and/or security agency.  This experience must show a general knowledge of investigative techniques and responsibility for conducting interviews and making decisions on what leads to follow, or the validity of the information gathered.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.
  2. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  3. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 
  4. Integrity/Honesty (‡) - Behaves in an honest, fair, and ethical manner. Shows consistency in words and actions. Models high standards of ethics.
