This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019

As a MANAGEMENT AND PROGRAM ANALYST(SENIOR CYBER ADVISOR) you will be responsible for the following duties:

  • Provides synthesis of cyber threat, vulnerability, and impact analysis to inform Joint Staff military advice, decision making, and risk management.
  • Applies subject matter expertise on cyber operations, intelligence support to cyber operations, doctrine, command and control, and workforce to inform the development of DoD strategy, policy, and plans.
  • Assists in identifying cyber roles and responsibilities for commands and staffs, makes recommendations to improve JS internal processes. Supports JS requirements, resourcing, and budget processes with expert advice on cyber matters.
  • Ensures JS J6 leaders' requirements for routine intelligence are met in the form of recurring written reports, graphics, and/or briefings tailored to support JS J6 programs.
  • Coordinates and collaborates with subject matter experts across the DoD and intelligence community to enhance the JS J6's awareness of threats and vulnerabilities, including using information from Special Access Programs (SAP) and Controlled Access Programs (CAP).

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Qualifying experience would be demonstrated by:

  • Applying advanced management principles, concepts, laws, practices, to include expert knowledge of novel, emergent, and theoretical areas of leadership and C4 / cyber concepts and issues to develop/improve programs that are innovative and/or that have previously been resistant to solution;
  • Utilizing qualitative and/or quantitative analytical and evaluative methods and techniques for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems;
  • Extracting information from questionable or incomplete data, validate analytical conclusions, and integrate contributions from other analysts and/or subject matter experts to prepare finished analytical products;
  • Organizing and monitoring complicated technical projects, such as projects spanning DoD and Federal organizational boundaries to lead and perform technical planning functions;
  • Applying public law, Executive Orders, Presidential Directives and Federal regulations governing intelligence subjects related to C4/cyber to coordinate issues related to threats to networks, and cyber operations
