This announcement is open to All U.S. Citizens, and is being filled under the Direct Hire Authority (DHA) for Certain Personnel of the Department of Defense.

Duties

Help
  • Performs various contract administration functions, including monitoring canceled funds, performing reconciliation, conducting contract closeouts, maintaining database integrity, determining eligibility, and verifying evidence of contractor progress.
  • Reviews contractor proposals and determines the extent of price or cost analysis and technical analysis.
  • Monitors contractor performance for compliance with applicable laws, regulations, contract provisions to include but not limited to delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • Advises contractor as to scope of work statements, shipping requirements, Equal Employment Opportunity (EEO) requirements for clearances of subcontractors, and other issues regarding the meaning of terms and conditions.
  • Serves as a Contract Administrator on contracts of any amount and may serve as warranted administrative contracting officer (ACO) limited to transactions at or under the TCoPD (Truthful Cost or Pricing Data; formerly T.I.N.A.) level.
  • Employe performs contract administrative duties, both preparing documents up to the point of signature, and if warranted may sign as an ACO iaw DCMA policy.

Qualifications

To qualify for a Contract Administrator, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.

C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Performing cost-type contract closeout with emphasis on conducting risk assessments, determining the cumulative allowable cost and performing final voucher review/approval.

Substitution of education may not be used in lieu of specialized experience for this grade level.
