Summary

Duties

Help
  • Reviews command and installation budget guidance and DOD and Army regulations to extract legal, regulatory and program specific budget and resource information to provide NAFI and activity managers technical budget and resource guidance.
  • Ensures the correct production of budgets and their execution. Reviews activity budgets for reasonableness and complementing actions; ensures all individual budgets are coordinated to support the NAFIs long range plans
  • Reviews and analyzes financial reports to identify trends, working capital and the NAFI's financial position.
  • Coordinates and consolidates individual activity budgets, input to command budget estimate and cash budget into a into a single NAFI budget package.
  • Performs the full range of review and analysis of budget and actual results to develop evaluative, quantitative data and methods to assess program financial performance in terms of requirements, goals and objectives.

  • Possesses satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-13, to include a Tier 1 background investigation.
  • Privately-owned vehicle's (POV) must be registered in Poland. You will be required to register on the Polish economy and obtain insurance. Some insurance companies may not provide coverage for Poland.
  • Incumbent must be able to obtain an Official No-fee Passport.
  • Selectee will receive a Permanent Change of Station (PCS) to Poznan, Poland for an unaccompanied tour (or accompanied with dependent family members over the age of 18).

Qualifications

Demonstrated work experience in the following areas:1. Interpreting and assessing program financial performance using standard financial management systems.2. Interpreting balance sheet and profit and loss statement results requiring the application of commercial budgeting techniques.3. Experience in financial management operations.4. Ability to deal tactfully and effectively with all levels of the organization/serviced organizational elements.5. Understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels.
Best Qualifying Criteria:
1. A minimum of 3 years' experience at the NF 4 NAF Budget Analyst or equivalent level of responsibility.
2. Five (5) years' of Army Nonappropriated fund (NAF) financial management experience.
3. Experience with Army NAF financial systems - IMETS, SMIRF, FMBS and Blueforce.
4. Must be able to communicate effectively both orally and in writing. Demonstrated ability to perform analysis and develop and present briefings to senior leaders.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest (not to exceed the JTR)
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Foreign Overseas Allowances
  • Foreign overseas allowances may include post allowance, living quarters allowance(LQA), Temporary Quarters Subsistence Allowance (TQSA), home leave. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • Separate Maintenance Allowance (SMA) may be authorized.
  • Government housing, medical, dining, AAFES and DECA Commissary facilities are NOT available in Poland.
  • Fuel substantial program for POV is not available in Poland. Employees will have to pay for gas on the local economy.
  • No relief from Host Nation taxation i.e. no Value Added Tax (VAT) refund program.
